COMPANY OF ASSIGNMENT:  Kentucky Department for Public Health

PURPOSE:  Manages the First Responders – Comprehensive Addiction and Recovery Act (FR-CARA) grant through coordination with the Substance Abuse and Mental Health Services Administration (SAMHSA), Kentucky Pharmacists Association, Kentucky Board of Emergency Medical Services, Quick Response Team National, and Local Health Departments. Collaborates with state and local agencies to implement the FR-CARA Program in designated counties. Schedules harm reduction/naloxone trainings and coordinates the request and distribution of naloxone to first responders. Chairs the FR-CARA Subcommittee ensuring meetings are scheduled and documented. Utilizes state and federal reporting systems to document naloxone requests, overdose data, program evaluations, and program activities. This position is funded by a federal grant and may perform other duties as assigned.

PROBATIONARY PERIOD:  This job has an initial and promotional probationary period of 6 months.

PRINCIPAL RESPONSIBILITIES:

1. Responsible for specific duties as assigned, e.g.,

A) Manages Kentucky’s FR-CARA Program in coordination with local, state, and federal agencies assuring compliance with state and federal legislation, regulations, policies, goals, and objectives. Develops and recommends program policies and procedures including reporting requirements, procedures, and spending allocations.

B) Provides technical support to staff, first responders, and clients. Serves as the Chairperson for the FR-CARA Subcommittee.

C) Coordinates the distribution of naloxone to first responders in collaboration with the Kentucky Pharmacists Association and other state and local agencies.

D) Performs on-site supervision of the program and utilizes state and federal reporting systems to document resource requests, overdose data, program evaluations, and program activities. Compiles data, reports, and surveys to assess program effectiveness.

E) Reviews legislation and regulations to identify target populations and meet program requirements. Coordinates with local, state and federal officials to resolve programmatic problems.

F) Schedules and conducts training for first responders through coordination with health professionals and other subject matter experts on naloxone administration, personal protective equipment, treatment resources, and other health and safety-related topics based upon FR-CARA grant goals and objectives.

G) Monitors program expenditures against the budget and provides interpretative information thereon to superiors. Coordinates with program managers and department staff to recommend appropriate action. Testifies before legislative bodies as appropriate.

MINIMUM REQUIREMENTS:

QUALIFICATIONS:

Education:  Graduate of a college or university with a bachelor’s degree.

Experience, Training, or Skills:  Four years of professional experience in a health care facility, a community-based health care program, an institutional health care program, any health program administration, pharmacy technician, social work, public health, or population health.

Substitute EDUCATION for EXPERIENCE:  A master’s degree in public health, or a health-related field (such as human services, psychology, nursing, health administration, social work, or sociology) will substitute for two years of the required experience.

Substitute EXPERIENCE for EDUCATION:  Additional professional experience in a health care facility, a community-based health care program, an institutional health care program, any health program administration, pharmacy technician, social work, public health, or population health will substitute for the required education on a year-for-year basis.

WORKING CONDITIONS:  Hybrid schedule where workdays and hours vary and are based upon needs for services. Limited travel is required.

PHYSICAL REQUIREMENTS / JOB HAZARDS:

1. Current TB skin test indicating no evidence of communicable disease.
2. Possible contact with bodily fluids.
3. Possible physical management (lifting, balancing, maneuvering).

• This position requires a clean drug screen prior to and randomly throughout employment.
