TITLE: Harm Reduction Public Health Educator

COMPANY OF ASSIGNMENT: Kentucky Department for Public Health

PURPOSE: Performs a variety of tasks in support of the Kentucky Department for Public Health’s (KDPH) Harm Reduction Program including leading the development and publication of printed and digital harm reduction content. Serves as the lead facilitator of annual review and evaluation of KDPH published harm reduction protocols, guidelines, and data collection tools. Performs other duties as required. This position is located in Frankfort, Kentucky.

$23.00 - $31.81 - Hourly

$3,737.50 - $5,169.12 - 37.5 Hr. Monthly Salary

PROBATIONARY PERIOD: This job has an initial and promotional probationary period of 6 months. PRINCIPAL RESPONSIBILITIES:
  1. Responsible for specific duties as assigned:
    1. Develop printed and digital educational / program materials for presentations, trainings, and distribution to Local Health Departments. 
      1. Serve as the Secretary for the Internal KDPH Harm Reduction Advisory Committee and External State-Wide Harm Reduction Advisory Committee.
      2. Schedule and provide logistical support for Mobile Harm Reduction Unit events to distribute naloxone and provide training on overdose response, naloxone administration, harm reduction, and prevention of HIV and Hepatitis C.
      3. Assist in grant application development and lead annual reviews and evaluations of KDPH published harm reduction protocols, guidelines, and data collection tools.
      4. Assist in data development for use in newsletters / other educational materials and maintains KDPH harm reduction program website pages.
      5. Assist with overdose prevention and naloxone distribution strategic planning, and facilitation of trainings/meetings for statewide harm reduction staff at Local Health departments.
      6. Collaborate with KDPH Harm Reduction Program team, statewide harm reduction partners, and Local Health Departments.
      7. Utilizes federal and state IT systems to collect, maintain, and analyze data, trends, and other public health-related information.

MINIMUM REQUIREMENTS:

QUALIFICATIONS:

Education: Graduate of a college or university with a bachelor's degree.

Experience,    Training,   or   Skills:    Four years of     professional full-time experience in communications, administration, project management, public health, or health program administration.

Substitute EDUCATION for EXPERIENCE: A master’s degree in public health; or a health- related field will substitute for two years of required experience.

Substitute EXPERIENCE for EDUCATION: Professional experience in health program administration, public health, public health project management will substitute for education on a year-for-year basis.

 

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): None

Special Knowledge and Skills: This position requires excellent oral and written communication skills, excellent technical report writing and public presentation skills, excellent interpersonal skills, and the ability to facilitate groups. Must be highly organized with ability to prioritize work, ability to collect, organize and evaluate information for reporting needs. Certified Health Education Specialist (CHES®) certification preferred.

WORKING CONDITIONS: Work is typically in both an office and in a field setting. Travel is required. Workdays and hours vary and are based upon needs for services.

General Office Equipment – computer, calculator, fax machine, copier, telephone, printer, and access to the internet for online system.

PHYSICAL REQUIREMENTS / JOB HAZARDS:

  1. Current TB skin test indicating no evidence of communicable disease.
  2. Possible physical management (lifting, balancing, maneuvering).

Additional Requirements:

  • This position requires a clean drug screen prior to and randomly throughout employment.
  • Must possess a valid driver’s license.
  • Background checks conducted prior to hire and updated annually.
  • Some local and out of state travel opportunities for training, conferences, workshops, etc.
  • Position may require variations in hours to meet project deadlines to include overtime.
  • Required to maintain a valid driver's license and required to drive a licensed vehicle.
